Maybe the Bar Associations should adopt the German model: the first bar exam, just after Law School, provides a limited authorization to someone to act as a lawyer, under supervision. After two years, people should apply for a written test (in which they prepare summons, respondent briefs, and so on). If they pass, then they can be a lawyer by their own.

There's a new interview on the Scholastica blog with Ben Bratman from Pitt Law where he talks about ways the bar exam could be improved. He believes that the exam should "ratchet up the performance test portion of the exam" instead of relying so much on rote memorization.
